Europe experienced widespread relief on Monday, as the diplomatic emergency caused by the introduction of a new comprehensive peace framework for resolving the conflict appeared – temporarily – to have been stabilised. A senior US official spoke of "significant advancement" after bilateral negotiations in Geneva. On Monday night, Moscow made its response: a renewed assault of missile and drone strikes on Kyiv.
The Pattern of Negotiation and Warfare
The succession of conflicting incidents captured the grim essence of the recent timeframe. By day, diplomatic battles are conducted: hopeful statements are issued from different nations. Considerable effort is devoted on restraining specific proposals. By night, the Kremlin brutally reminds the world that, for them, military action persists as the key method for achieving "resolution".
Nighttime Reality
As Russia's attack unfolded into the early hours of Tuesday, the immediate reality of Ukraine's vulnerability was laid bare. Ukraine is capable of detecting rocket firings from across the border, a ability afforded by up-to-date information. From witness perspectives, military aircraft that had been scrambled to counter approaching guided weapons flew past – modern combat jets provided to Ukraine by NATO members.
Soon thereafter, Kyiv's anti-aircraft weapons thundered: multiple launches deployed against a Russian ballistic missile. This was a sophisticated defense system at work, probably provided by Western nations. Every launch jolts you unexpectedly, shaking the windows. The instant of fear quickly gives way to grim resignation: perhaps the approaching threat won't strike its target this time, preventing destruction from ruin and additional electricity failures.
Continuous Dangers
Not long after, a large-caliber weapon opened up on a aerial vehicle somewhere nearby, part of a rapid response unit – most likely Western-made equipment. Sadly, the shots failed to hit the enemy aircraft – it maintained course toward its objective.
With pauses, this carried on until dawn. Kyiv faced the morning news: several casualties, devastation and utility failures in multiple buildings as a result of the night's assault. As customarily, everyone still continued their routines – living the war. But those 24 hours encapsulated Ukraine's essential dependence on Western support – a dependence that neighboring countries are clearly incapable to fill in the near term.
Failed Diplomacy
The detailed framework from US administration sparked intense emotion, discussion and profound anxiety – and momentarily shifted focus from Ukraine's most significant graft case in years. Yet, we have experienced comparable situations, after earlier high-level meetings and bilateral conferences.
Every new approach from American administration follows the identical sequence: a diplomatic cavalry charge against Ukraine, which Kyiv, with partner nations, effectively counters. They manage the tension but never actually achieve victory. This trend will, certainly, persist.
Strategic Calculations
It is easy to blame particular leaders of repeatedly advocating Russian terms. But that does not seem to be the complete picture. Washington functions according to a premise well known to seasoned negotiators: you cannot achieve through diplomacy what you have lost on the battlefield. The US administration assumes that it is impossible to force Russia to abandon the land that it currently occupies in Ukraine's occupied territories.
The issue is that while recognising this factual reality, American administration does minimal to discourage Russia, through diplomacy or military means, from thinking that the current condition will not evolve additionally in its favour in the coming year.
Conflicting Perspectives
Therefore, Russian leadership is confident that duration works to their advantage – that Ukraine and its supporters are approaching exhaustion. Their incentive to sign a deal that does not give them the maximum possible gain is virtually nonexistent. There may be many attempts to end hostilities, but they will persist as long as Russia's leader remains completely certain in the result.
On the contrary, Kyiv believes that Ukraine can still persist, slowly losing lives and land but averting a complete military breakdown until circumstances change in its favour.
Current Realities
Factually, there are no genuine requirements for a truce. Now, subjective factors are becoming relevant: political desires to negotiate peace and achieve global acclaim, and Kyiv's dual difficulties – on one hand, not to estrange crucial supporters, and on the other, to rally Ukrainians around the flag against any initiative Kyiv finds unacceptable, so that their focus does not move to internal issues. And although their task will now be considerably more difficult after current events, it remains highly unlikely that this will change their overall approach.
These opposing factors are guiding negotiations.
Conclusion and Outlook
It took a mere seven days to eliminate the proposed articles of the latest plan. Aggressive and erratic handling of the matter by US administration, opposition by Ukraine and the remaining European nations, along with pacifying measures of diplomats, and finally, current information leaks, all did their job.
While new plans based on established approaches are approaching, Kyiv, London and other Western governments should reach an essential realization: Ukraine and Europe will only be able to resist negotiation assaults from Washington that are founded on Moscow's terms and reflect particular unwillingness to change the course of events, if they maintain solidarity and improve their protective measures at a much faster pace. If they do, neither political nor armed coercion will be able to break them. In the meantime, Ukraine's capability to defend against evening bombardments will, for the predictable period, largely rely on continued Western support.
